Ok check this out and i will briefly explain the importance of each package.
The thing is that you can not make a full website with only html so thats why you need "CSS" to be able to design your html syntax, then to make your site more live and modern besides content and beautiful designs, you need to learn "JAVASCRIPT".
Java script is the language that will help you make popups, move things around, make smooth mavigation etc.
Then lastly you need "PHP" to be able to make web based applications. Maybe the other language i would recommend would be "SQL", it will help you work with databases when working with PHP.

HTML>CSS>JAVASCRIPT>SQL>PHP OR ASP.NET OR C# OR RUBY ETC. Start with client side, move to queries to understand server side and then learn server side languages. Also focus on libraries like JQuery and frameworks like Bootstrap. Just take it one at a time and dont feel rushed.
