Yes. If you want to follow recommendations, and if you guess to be good ranked in search engines...

But your page will work without, and you're allowed to leave this attribute to an empty string value, considering that setting it so, implicitly mean that the image is not important in the page content ( ie: decorative stuff... ), otherwise, this is the text you provide as description for case of no available images and/or mainly for blind people users.
