Html is just created in notepad on windows and saved with the extension .html and also run it on the browser . there was no need for ide

I recommend notepad ++. There is also an equally interesting program Sublime text 3

Html "runs" in browser. But create html you can in this program: notepad, notepad++, sublime text3, webstorm, atom, visual studio code...
