Not if you don't have a basic understanding of how the code works.

Sometimes. And sometimes the author of the code leaves comments to help understand what function that piece of code serves.

Most important thing is programming with your own hands.
You have to learn to translate real life problems to code, and this will not happen just by passively reading or watching programming-related questions material, whatever it is.
