CMS or Static Pages?

I don't understand why when you search in Google something about this theme, is everything confuse and hard to understand. I am not professional web developer, i want yo know if is true that WordPress or CMS Are besser als Static pages, in SEO for example or optimization. I'm looking for tips to SEO performance a static website, but the most result are to wordpress or CMS with plugins and tools.

CMS web pages are easy to control, update, etc.
Static pages can be more professional, but the control is too hard.
