You could easily make beautiful designs without relying on frameworks as such. When I started self teaching at 15, there were hardly any so you had to do things a lot harder or the longer way. Practice with CSS3 transitions, animations etc and check for inspiration online to see what could be achieved. HTML, CSS, and JQUERY are good enough.

Tip: create your own web components like buttons, fancy inputs, dividers etc for future projects, and for those who rely on bootstrap at least learn how to create a grid based layout; it's mathematics.

bootstrap makes nice sites but its becoming too commen, making sites a bit too similar, nonetheless a good framework to use if you modify it to your needs. id also recommend foundation framework.
