Of course. You can program almost anything, almost everywhere. All you need is a simple text editor. Even Windows Notepad would do it. The trick is that if you use an IDE, things get a lot easier.

Yess Get a text editor You can use Notepad++, Visual Studio code or Adobe weaver. Very helpful

Yes of course..window 7 can install Vs code and other compilers like sublime text and notepad++ that can help you work with your html codes.
