It depends on what you understand by gamedev.
For simple console based games it is.
But doing something bigger you will find your way through other platforms.
You will have to choose a game engine later on. Depending on the certain criterias you have the following choises:
For 2D => Godot (Free and open source), GameMaker Studio and Unity (both licenced) and many more
For 3D => Godot, Unreal, Unity and more
