What is the programming language in which all other languages are programmed? (mother of all languages)

I don't know if there is a "mother language" at all, but this remembers me to "lisp". Lisp is a verry flexible language which can be written in a lot of dialects and some people even say, that it is possible to "create" new languages out of it. I don't command this language, put that is what I have heard about it.

It would probably be a low level language like assembly language.
