Learning the programming language
I want to know that how do you know that you learned a particular language.

That depends on the context. Who's asking, and for what reason?
I suppose (just as an example for an employer) a vague statement like 'I know JS' might be less interesting than 'I made that and that and that program'. It should give a better impression of how much you can do.

You'll never have fully learned a programming language.
There's just too much in all of them, and they evolve.
You should concentrate on writing code. With every successfully finished project, you'll know a little more.
