Consider thing in that way: Html is essential to web development, and is quit very easy, but isn't enough to: Css is intimately linked with it ( and contribute to simplify it :P ), and isn't as far easy than Html, but doesn't require to all deeply known of it for adavnced efficient use ;) On the other hand, JS is also intimately linked to Html, but isn't essential since you want only static pages build... Anyway, it's even a good practice to add JS only for non-essentiel features of your pages, as you mostly never know if users have browsers with JS capabilities/enabled ^^ Obviously, except in case of building 'web application', which require use of advanced JS on client side :P ... But no very great skills in JS is required to be able to add few light effects ;)
