Pls how can I get my website user to answer questions online and the site will provide a printable pdf form from the answers ?

What programming or markup language should i use?

You'll need either a PDF framework dependent on your backend software (clean) or (very dirty) create a PDF file, save it and replace it's values for each form (as far as I know most tools store text values within PDF files as pain text).
