I generally use Qt for that purpose. But that is greatly depended on what language you use. For example if you are a python user then tkinter is also a good option.

c# is probably the best when it comes to designing desktop gui.

python is a bit too lame.

dont know much about java.

my personal preferance would be javascipt/html/css though.

because that's what i know the best and it is actually possible.

Now i use tkinter and mysql after 2 months i start learn c# for java
