What does the tag <metacharset=UTF8> do in html??

That meta tag basically specifies which character set a website is written with. Here is a definition of UTF-8: UTF-8 stands for (U from Universal Character Set + Transformation Format—8-bit) It is a character encoding capable of encoding all possible characters (called code points) in Unicode. It is not necessary to include <meta charset="blah"> . As the specification says, the character set may also be specified by the server using the HTTP Content-Type header or by including a Unicode BOM at the beginning of the downloaded file.
