I'm a new learner. I am confused about where to start. What should I learn first? Can I do ML and PYTHON simultaneously?

If you are wondering to learn ML I recommend you to take all the courses of data science that SoloLearn provided. You can start all of them with a general knowledge of python and libraries such as numpy, pandas, matplotlib, etc.
But if you do not know anything about python I recommend you to take until OOP lesson of Python 3 course before you start with the Data Science, then take Data Science and finally Machine learning. You will see that the first lessons of those are similar. Both talk about numpy and pandas at the begining.
You can learn SQL at any moment.

Machine Learning is a more advanced topic. But yes dip your toes in the water and try the basics of it out on sololearn or mimo apps, but then realize how hard it is and come back to it after you learn python and probably a C language in depth first. No reason you couldnt do a ML project after a few months using help from code you find online. You basically need to work your way up from fundamentals to beginner to intermediate to hard to advanced. ML is advanced. You will get there if you set goals. Find out what your particular path is to get to the end goal of ML if it is your mission. And if you find other things that are interesting and related along the way learn those too as all knowledge is relatable.
