Maybe some tools for making cartoons use script languages, as this is the case for 3d tools: if so, the course for the language required by you prefered tool is the best ^^

And if you are meaning "for making tools for doing cartoons", so you can use whatever language you want. But to quickly dive in graphics environment, Html/Css/JS is the best suitable threesome ;)
