Technically with apps like termux and browsers like firefox (which have addons) it should be possible. Though, depending on the device it can be a pain to pull through that. Regardless, if you can atleast get a keyboard connected the typing experience can be improved. Note: There was a boy who coded on his nokia feature phone. If he can than depending on your patience, willpower you could too. I don't think so you can make big and fully fledged website using phone it would be a bit difficult 😬. But still you can try but according to me you can't as you you must have a PC to make it more better. But yes in this pandemic situation you must try. Best of luck for your website

If you want , if you have good memory storage on phone you can install a complete linux distro via termux and in turn use linux packages on android devices!!! https://steemit.com/utopian-io/@lamda.aljidany/how-to-install-ubuntu-on-termux-android

If you're thinking about HTML, CSS, JS, jQuery, etc. then you can find a good editor in Android Play Store and set up the directory structure in your phone and try it out. This will work on local, so it isn't complicated. If you're trying to learn React or Angular, you can try them on https://codesandbox.io/. If you're trying PHP, you can try https://in.000webhost.com/. All of these are free of cost and with a little difficulty of typing, you CAN develop websites on Phone. Tip: If you have an OTG cable, you can plug a keyboard to your Android phone. Happy Coding!!! 😃
