Should I learn CSS first before python?

If you want to make web applications using Python, I would start making one in Python and learn the CSS to make it look better. The problem with your question is that there is no precise line where you say that you've "learned CSS" or "learned Python". You could complete tutorials but that'll just mean that you learned the very basics. It is really a question of how much you learned and how much practice you had. Get a web application made using Python and you can learn both around the same time. You'll have a clearer goal which should make it more motivating and achieving it should be something you can show to friends or potential employers.
