How to coduct a code contest? , for eg:- game contest , creative programmar contest,etc.

That depends on what level you want to organise a contest and also on what platform.

As we are on sololearn so I will assume that you are talking about sololearn.
Here official contests can only be organised by platinum mods or sololearn team.

Other small scale UNOFFICIAL contests can be organised by individuals or group of individuals on their level.
