How to create an icon animation on freeware (web browser)for e.g Google?

1. Go to Google and search "friends phoebe".
2. Click on the "Guitar" icon beside name Phoebe buffray .
3. And watch the animation .

I want to create such type of animation for website to tell stories and communicate emotions and ideas in a unique, easy-to-perceive way that both small children and adults can understand.
