For the case of certificate, you need to invest, else, the certificate will not at all matter.

And for the sake of learning it, you only need to have YouTube and determination.
I am too doing android, but I used YouTube for that and some other documentation on the web.
Just think of a simple app in your mind, like a calculator, and then try to implement it on android. See tutorials for basics of android, and then get started with it.
Its really not that difficult to start with android.

You just need to search the right place for that.
