Why react project we have to start in c drive? Can we start at other place?

On the internet I have seen on all the site and video they starts any react project in c drive however c drive not give permit to change in it. We have to change it forcefully. I have tried to start project in d drive and its properly working. Can anyone explain what is the fundamental?

No there is no rule that you have to start a react project in C drive
