I don't think you can do that in SoloLearn.
I would try using Termux (Android app, not sure if it's available for iOS too), installing those packages with pip.
You'll need to find a good text editor tho.

You don't run the code with the editor, you run it with Termux with a command like:
python3 "path/to/your/file"
