How to design a c++ code?

This may sound like a stupid question... but im new to this so thank you for your answer.

ok imagine you made an application on windows with visual studio with c++. how do you make this application a design? a page? a face? like php and javascript that are linked to html and css and css makes a design for them. how do you do this for c++ or java or c#?

by the way,there are a lot of interesting for learning libraries,for example SFML or OpenGl. it will greatly enhace your skills;) good luck!)
