what is the need of this in html.. or in making of website

It sets the website's encoding standard to Unicode UTF-8, which is the most universal character set, incorporating most of modern alphabets.

charset attribute specifies the character encoding for the HTML document.

Actually, with that meta charset you are able to write "non-Latin" characters in your html and it'll understand them. Otherwise you'll see something else instead of Kanji, Arabic... "special" characters.
