According to recent stats, Eclipse is the top best IDE for java development. and ya, netbeans is also a good option. Some shareware tools are also there.

IntelliJ would be also an alternative or if you want to develop for Android devices, choose Android studio. If you are a teacher BlueJ is also an option, but this one is not recommended for professional use
