Definitly Python is the easiest but there are rules just like other languages

if you mean easiest PROGRAMMING language, it'd be Python. HTML is of course easier, but it's a markup language, not programming, and it doesn't go alone, you need to learn at least css, except in extremely simple websites you could use it alone.
