How effective is HTML prowess without CSS and vice versa? Can you stick to just one of them or you need both?

You need both. HTML without CSS makes your work ugly.

You can write HTML without CSS, but it will most likely look ugly and very basic. CSS on its own does not make any sense, because it is used to style specific HTML elements.
These two languages are always used together in combination (and also usually combined with Javascript).
