not understanding your question, if you mean the proper order to learn languages, there is none, it's dependant on your goals (ex web design html->css->js)

depends on your goal if applications go python or java first otherwise focus on web languages

when learning to web design- html- the basic css- for the looks of the web page(it's a big one) js- behaviour the web page (you can move to this if you're bored of learning css )

For new chem eng students, python and matlab would be useful for numerical computation and simulations as a start, there is no such thing as a correct sequence, you should pick up new skills whenever they are required for your study/career
