Try using LibGDX. It's a bit harsh to learn but you can do everything with it

Sure, in college we made some games using Java's Swing library. Although I would suggest that you use a game engine instead so you can focus on making the actual game itself instead of making the game framework (which is very time consuming and can make you lose motivation).
