Question

Is my public ip address just my home router's ip?
Or the ip of the router that the ISP put around the area I live in ?

It depends on your isp. Some of them don't have ample addresses for each of their customers so they do some trickery. But if you're with a large isp and you check your router's ip, then do a quick "what's my ip" search (no vpn) and if they match up, then you have the address that's in your router
