Does blocking someone remove them from your follower list?

Hello, I tried blocking a strange person/account that seems to be unwanted and suspicious that was following me recently so I tried to unblock it as well to check if its still in the list and its not there, i just want to confirm if blocking someone removes them on the follower list and cant return them there automatically even if you unblock them. Is this how it should be?

Yes. But they can follow you again if you unblock them.
