Can anyone please help me make a housie tambola game in python

I'm not getting it's layout or can say a clear idea that how to code the program for the game as a whole... Anyone of you please help. I'll be really very thankful to you.

Yeah it's like there are several cards marked with numbers from 1 to 90. And there are certain tickets marked with different numbers (no duplicate) in matrices [3x9]. Then one person shuffles the cards and draw any one card at random and the person who gets that no. on his ticket has to cross it. One whose all the rows are completed first wins the game.
