White hat is a [edited] good guy who inspect security and fix it. like departement of defense.

Black hat is a bad guy who exploit security loophole. you know like terrorist and drug dealer or spy from rough nation.

White hat hackers are hackers that discover flaws in networks, databases etc. and try to make them secure before black hat (bad guy :D) discovers it and eventually do some damage to it .
