What is a Framework?

What actually a framework is?
Like CakePHP is framework of PHP,
Django is for Python,
Meteor is for js etc.
What actually it looks like? Is it like a CMS or just a bunch of codes with no interactive UI?

Well good question. Few weeks ago I started to learn Symphony 3 (php framework) and I have to say it's pretty painful to learn. It requests to know terminal commands, doctrine, twigs library, MVC model, OOP structure and I probably forget to mention some part. Symfony is mostly without UI and all is in the code and the terminal. Symfony build pieces of codes for you and help you to organise it but Symfony also has a debug console, with an UI, very powerful, clean designed, full of usefull informations to help you understand bugs.
