How does the facial recognition work?

Question

I am a bit interested on that programs such created to do a facial recognition, so i'd know what type of algorithms or programming languages are used.
Probably i'm asking too much, but it's because i know nothing of this argument.

Anything having to do with recognition, be it voice, image, signature etc. is done with neural nets. Probably easier with Python libs but not as efficient as using C or C++.

i thought neural algorithms are used to learn a scheme and not to find a scheme. nice to know.
