Okay, so I didn't really look into your code before. But it seems that there are a lot more problems in there.
You have set the type of all `num_accts` parameters as `string`. The name and the way you've used the parameters suggests that you probably wanted an integer type instead.
As for line 83, 87 etc., you either need to take a reference as the `num_accts` in your new_acct() function or you need to return the new 'number of accounts' and assign it to `num_accts`.
Just asking, but have you written this code yourself? It seems weird that you've written quite a lot but have made a very basic mistake of having string instead of an integer. It seems to me that you're following the cis3110 (cis15) course. I couldn't find a lot of it online, but I did find this
