How do I gain likes & views for my code without spamming random people in the comments?

So when I create a code, I usually tag people in the comments so it gets views and likes, but I want to have views and likes without spamming those people, so how do I do that?

Those who think that Sololearn is a popularity contest, are doing it all wrong.
You should care less about how many people upvote your code, and more about how much you learn from it.
Getting some 'social reach' so that people would even see your code appear in their feed, is difficult, and takes a very long time. For me it took years to have a few hundred followers naturally.
My recommendation is that when you publish a code, make also a feed post about it and describe your code, your achievements (what you solved) and the difficulties you had. It is a lesson for those who want to write similar code, I would find such content interesting and I follow people who do this.

You can also ask for ideas of improvement, even in the Q&A section, if you are not particularly happy with a piece of your code.

It is about YOUR growth as a programmer, not about OTHER people's opinions.
