Ox30 is the Hexadecimal code of zero 0⃣. 0/0 is indeterminate. However if you take Hexadecimal code the ratio becomes 1.Why ?

The hexadecimal representation of zero is 0x00, not 0x30. The hexadecimal value 0x30 corresponds to the character '0' in ASCII encoding. You can't divide by 0 so it'll always be undefined.
