How do you get Python Tkinter video player to actually install?

I'm working on a basic video media player, written in python, and am trying to install tkVideoPlayer but it keeps erroring out at the build wheel.

I know this is due to the Cython 3.0 Release but there have been more updates to cython since then, any ideas other than downgrading python?
