Yes it is possible to code in the mobile device. If you want to create a complex application then you definitely need a pc. And yeah it completely depends on what type of application you prefer to program and if you really want to code something like heavy games or Machine Learning type of programs then you need a minimum of 16GB RAM and great GPU for smooth transition in your application. You can even use virtual GPUs for heavy tasks which are either free or paid according to your needs.
