How to attach css file to html in sublime text 3?

I have window 10 , sublime free version , all the folders are properly arranged , still not able to attach the case file . pl help

Create a bag for your project.
1. css
2. images (if you have some)
3. js
and leave the
index outside. It's a tip

I m not able to attach my stylesheet to html , <link ref="stylesheet" href="desktop/learn/css/style.css">.

that was a typo but in real I used right command but still not working
