Because dark web provides anonymity for its users. It is quite useful particularly for whistleblowers aka wikileaks' major source of information. Other advantage is undoubtedly the fact that dark web reduces the risk of government censorship, which can be expected, considering the nature of wikileaks' content. Plus dark web adds the 'hacker badass' factor to any site.
