why you use the base tag?

Among the use of base tag, you can work on a local copy of your hosted html files, and test them locally with hosted linked file, or with elsewhere hosted ones ( another domain name ), as relatives url are build upon this parameters instead default html location...

Because you can have your html file in a directory and all the links, css, javascript, and resources referenced to another directory. With the <base> tag you can imitate the behavior as if your file is in that other directory
