Do you think the discussion panel would benefit of having different sections, e.g. for different (human) languages?

yes. but I bet that won't happen, the modding system would be a bigger mess than it already is...

Methinks it would only be logical for SL to implement this if they introduced courses which have been translated to different languages. This seems unlikely to happen, though. Would the panel benefit from this? Probably, but as @Ahri has pointed out, the implementation would require extensive planning.
