UTF-8 is an encoding type that supports many common characters so if you FOR EXAMPLE save an emoji text character as ANSI it will mostly be likely not to be recognised. UTF-8 has a wide amount of possibilities so that is why it is used.

P.S.: I don't know HOW files are encoded.

Also, it is not just for HTML/PHP pages. It can be used to many document types. Even if you think that it makes no difference saving your file encoded in UTF-8, you should. It is important but depends on what do you want to do.
