Is html enough for web designing?

Web designing now is essential in every official works who is connected to ICT.So,HTML enough?

No, HTML is not enough. You also need CSS and Javascript.

Content will always be enough for a static page if you keep the text and images clean, well organized and avoid proprietary or non-standard markup.. If you need styling though you'll need CSS. Should you require a dynamic interface then you'll need scripting.

That not enough you have to learn HTML, javascript, CSS, ajax, jason at least these language and some programming language like c++, python, PHP

It is not. You need CSS, you're Javascript needs to be really good. You need PHP and maybe ruby. if you are serious try www.freecodecamp.com

For good UI, HTML is not sufficient apart from it CSS/JS/Angular JS(1/2)/Ember JS/jQuery/Bootstrap/React JS need to be used.

A web designer isn't a web developer ^^ A web designer is expected to design, not to develop, so Html and Css skills are useful, but programming skill ( JS, Php and so on ) isn't necessary, until you want to develop in addtion to design :P Anyway, better web designers and/or developers have skills in both domain, as they are near linked ( you'll be more efficient to design if you know the technical specificities of the tool, than if you don't )... But basically, a web designer could have no skill in computer at all: his job is mainly to propound drawing, bot necessarly Html/Css code...
