How can we know if somebody mentions you in questions or comments?

I mean is there any behaviour in SL app like in facebook, where you can include people whoom you want to mention in a publication... and fb sends them a notification about it...

Yes.. I mean it would be helpful in some cases when you post some Q/A related to someone and they could get a notification..

No notification. You got to read the Q&A everytime to know it.
