The latest model is Raspberry pi 3 model B. The main differences from the previous model: it has Wi-Fi and BT onboard and faster CPU.
If you install the latest ver. of Raspbian jessie OS which is supported by the raspberry foundation, you can find a bunch of preinstalled programming languages and IDEs like Java, Python and Scratch..

consider, you'll need a monitor, an sd card, powered usb hub, suitable power supply, hdmi cable, keyboard, mouse and (highly reccommended) a case.
Many of these peripherals can be scavanged here and there and that would be your best option if possible.
If you have to buy them all, I suggest to go for a cheap laptop (second hand): you end up having more computing power and lot less bulkyness if you have to carry it around. If you are lucky and the battery isn't dead that's another plus.
Other options, like vnc or ssh access let's say from your mobile phone/tablet connected via wifi, are viable but a bit impractical for everyday use.
Don't get me wrong, I have three pi (B+, zero and 2B) and I love them, but I wouldn't suggest them as a laptop replacement as they are not meant for it.

That is a decision we should not take for you. You can search the web to see what features a raspberry pi can offer you and decide if you what to buy it or not.
