Depends on what you want to achieve, in the long run. Learning CSS is a vital part of web development and should be learned right along HTML,but only cursory knowledge will serve you fine unless web design is really your thing. JavaScript is a logical choice. You would be able to actually create fmctional wensites and apps, and JS is a flexible language (especially when you take into acount all the libraries and frameworks) and you will surely find good use for it. PHP is an alternative choice, but these days it's used less and more for backend stuff, so JavaScript is a wiswer choice.
